PAGASA Warns of Above-Normal Rainfall as La Niña Strengthens
The state weather bureau advised local governments to prepare for above-normal rainfall through December, with 4 to 6 tropical cyclones expected to enter the Philippine area of responsibility.

MANILA — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Tuesday warned of above-normal rainfall across most of the country from September through December as La Niña conditions continue to strengthen in the tropical Pacific.
In its latest climate outlook, the bureau said four to six tropical cyclones are expected to enter the Philippine area of responsibility before year-end, with the highest likelihood of landfall over Eastern Visayas, Bicol, and Northern Luzon.
PAGASA urged local government units to clear drainage systems, preposition relief goods, and review evacuation protocols, noting that saturated soil from the ongoing monsoon season raises the risk of landslides in upland communities.
Preparedness is a barangay-level responsibility. We are asking every local chief executive to treat this advisory as a standing order, not a suggestion.
The Office of Civil Defense said regional disaster risk reduction councils have been directed to submit readiness reports by the first week of September, including the status of evacuation centers and rescue equipment.
Fisherfolk and small sea craft were advised to monitor daily gale warnings, while farmers in rain-fed areas were encouraged to coordinate with the Department of Agriculture on adjusted planting calendars.
