MANILA — The Philippine Health Insurance Corporation (PhilHealth) will roll out its expanded outpatient benefit package on October 1, adding 21 primary care services that members can avail of without hospital admission.

The expanded package covers free consultations with accredited primary care providers, 13 basic laboratory tests including complete blood count and fasting blood sugar, and maintenance medicines for hypertension, diabetes, and asthma.

Who is covered

All PhilHealth members and their registered dependents are automatically eligible — no separate application is required. Members must, however, be registered with an accredited primary care provider through the PhilHealth Member Portal or at any local health insurance office.

How to register

  • Log in to the PhilHealth Member Portal or visit the nearest local health insurance office.
  • Choose an accredited primary care provider near your residence or workplace.
  • Present your PhilHealth ID or Member Data Record during your first visit.
  • Consultations and covered tests are free at point of service — no reimbursement filing needed.
The goal is simple: catch illness early, at the clinic, before it becomes an emergency at the hospital.

PhilHealth said 8,400 primary care facilities nationwide have been accredited for the rollout, with accreditation continuing on a monthly basis. Members may check the accredited provider list on the PhilHealth website or through the agency’s 24/7 hotline.
